The 3 Main shapes and types of Classic whistles,  were copies of the standard 19th century whistles. I chose few from hundreds of examples and hope to bring more.
Observing whistles from 1800 to 1950 and onward reveals that many of the first popular metal whistles were copies of horn and wood whistles that came first, in a simmilar way the first plastic whistles were copies of classic metal whistles.
